Runs are not part of the game mechanic. It's a player agreement, and therefore a completely unbannable offence.

If anything I think that guy should be banned for not being able to do zen daijun on NM with heroes....

But no, you shouldn't get banned for that. He clearly stated 100% guaranteed, he didn't deliver therefore you shouldn't pay.
